W. Thomas Stratton, Jr. provides a wealth of public-sector experience to Diligence, LLC clientele. He has provided exemplary service in positions of leadership in Kansas and Louisiana.
Until joining Diligence, LLC, Tom served as Director of the New Orleans City Council Utilities Regulatory Office. In that capacity he advised on and coordinated implementation of regulatory actions working with Council Members, retained legal and technical consultants and other process stakeholders. He served as the Council’s liaison with local, state, regional and national organizations.
Before his service in New Orleans Tom served as Chief Litigation Counsel for the Kansas Corporation Commission (KCC), supervising the representation of the agency’s professional staff in dockets at the KCC and of the agency itself in civil suits, before the Kansas Legislature and at the Federal Energy Regulatory Commission (FERC). He drafted and facilitated the implementation of internal operating procedures and provided legal support for the agency’s handling of personnel/human resources issues. Previously at the KCC Tom served as Assistant General Counsel, providing representation at the FERC, in civil litigation, and at the KCC in natural gas, electric and transportation utility dockets.
Before entering the public sector Tom served as a general civil trial practitioner in state and federal court, skillfully representing plaintiffs and defendants in personal injury cases and plaintiffs in employment litigation, as well as parties to other types of proceedings. His clientele included individuals, insurance companies, and corporate entities.
Tom’s management experience includes directing legal aid offices and running a family business.
Tom received his Juris Doctor from Washburn School of Law in 1984 and his Bachelor’s from the University of Kansas in 1979.
